This Perspective discusses the author’s three years of service as the United States ambassador and negotiator for the Madrid meeting of the thirty-five nation Conference on Security and Cooperation in Europe. The Perspective first discusses the importance of working with Congress in achieving diplomatic successes. It then highlights the process of building relationships with other delegations, and the use of diplomacy to fight human rights abuses. It concludes with some of the author’s personal experiences and insights, which he hopes will form the basis for further discussions on diplomacy.
